Awards (live from USAspending.gov):
These figures are fetched live from the USAspending.gov API. USAspending reports obligations (amounts the government has committed to pay), while the charts above show outlays (cash actually paid) from the MTS, so the totals will not match. The award list is filtered to awards with activity in the selected fiscal year. "Award amount" is the award's total obligated amount over its whole life (for loans, the face value), not just the amount obligated in that year, so it can be larger than one year's obligations. The top-recipients chart does use obligations within the fiscal year. Big entitlement and financing lines (Social Security benefits, Medicare benefits, interest on the debt, federal retirement) mostly do not appear here as contracts. Some show up as direct payments or grants (for example, Medicaid shows up as grants to states).
Source: U.S. Treasury, Bureau of the Fiscal Service, Monthly Treasury Statement. Outlays come from MTS Table 5 (outlays by agency and account, current-month net outlays), and receipts and deficit come from MTS Table 1. Data runs through . The Awards panel loads live from the USAspending.gov API (obligations, not outlays). Notes: MTS Table 5 is organized by agency, not by official budget function, so the categories here are approximations built from agency and account lines.
Medicare = CMS's hospital and medical-insurance trust funds plus the general-fund transfers to them, which net out within this category. It also includes all HHS "Proprietary Receipts from the Public" (mostly Medicare premiums).
Net interest = gross interest on Treasury debt minus interest received by federal trust funds.
Income security = SNAP and other Food and Nutrition Service programs, SSI, the Administration for Children and Families, the Unemployment Trust Fund, and the refundable portions of the EITC, Child Tax Credit and American Opportunity Tax Credit.
Other health = everything else at HHS (including Children's Health Insurance Program, NIH and CDC) plus ACA premium tax credits.
Undistributed offsetting receipts = employer contributions to federal retirement funds, Outer Continental Shelf rents and royalties, and spectrum auction proceeds. These are negative outlays.
Some accounts are negative in some months because offsetting receipts and intragovernmental transfers are netted in. In every month, the account-level detail adds up to the MTS "Total Outlays" line.
